Yes, you need a visa. Vietnamese ordinary passport holders are NOT on Saudi Arabia's eVisa or visa-on-arrival eligible list, so you must apply for a tourist visa in advance through the Royal Saudi Embassy in Hanoi (or an authorized visa center). The only shortcut is if you hold a valid residence permit or used visa from a GCC country, the UK, US, or a Schengen state, in which case you can apply for the Saudi eVisa online instead.
