Singapore to Turkmenistan visa requirements

Singapore ordinary passport holders need a visa to enter Turkmenistan for tourism. A Letter of Invitation (LOI) from a licensed Turkmen travel agency is mandatory before you can obtain the visa, either at a Turkmen embassy/consulate or on arrival at Ashgabat airport with prior approval. There is no visa-free or simple eVisa option for ordinary passports. Turkmenistan operates one of the world's most restrictive visa regimes. Singapore is not on its visa-exempt list for ordinary passports (only Singapore diplomatic passport holders enter visa-free for up to 30 days). To visit as a tourist, a Singaporean must first secure a Letter of Invitation (LOI) issued by a licensed Turkmen travel agency and approved by the State Migration Service; independent travel is effectively not possible, as tourists must be tied to a registered tour operator. With the approved LOI, the visa is collected either at a Turkmen diplomatic mission abroad or on arrival at Ashgabat International Airport. While a "visa on arrival" exists, it is not a genuine VOA channel because it still requires the pre-arranged LOI and Ministry of Foreign Affairs approval, so the correct verdict is visa-required. On entry, travelers pay a migration/registration card fee, and stays longer than three working days require registration with the State Migration Service within three working days; departure must also be registered. A presidential decree signed on 18 April 2025 announced modernization toward an electronic visa system, but as of mid-2026 the LOI-based process remains in force for ordinary passport holders and no general eVisa for Singaporeans is operational. Travelers should plan well ahead, as LOI approval typically takes 10-14 working days (express 3-7 working days).
