Singapore to Libya visa requirements

Singapore ordinary passport holders need a visa to enter Libya. There is no visa-free or simple visa-on-arrival channel. Libya launched an eVisa in March 2024, but it requires a Libyan tour operator or local sponsor and a Letter of Invitation, and independent tourism is effectively not possible (a tourism police escort from arrival to departure is mandatory). Singapore's MFA advises deferring all travel to Libya. As of 2026, a Singapore (SG) ordinary passport holder must obtain a visa before traveling to Libya for tourism or any short visit. Libya grants unconditional visa-free entry only to nationals of a few neighbouring states (such as Algeria and Tunisia); Singapore is not among them. Libya introduced an online eVisa system on 21 March 2024, but every applicant must have a Libyan sponsor or licensed tour operator and a Letter of Invitation (LOI) - the eVisa is not granted otherwise. The tourist eVisa costs about USD 63, is single-entry, valid 90 days from issue, and permits a stay of up to 30 days; processing typically takes 5-20 business days. In practice, tourism is tightly controlled: travelers must join a fixed tour itinerary and are accompanied by a mandatory tourism police escort for the entire stay, so independent travel is not feasible. Embassy-issued visas are largely limited to business categories arranged through a sponsoring company that secures approval from the Libyan Department of Passports/Ministry of Foreign Affairs. Crucially, Libya refuses entry to anyone whose passport shows Israeli stamps or visas. The Singapore Ministry of Foreign Affairs advises Singaporeans to defer all travel to Libya due to civil unrest and the absence of a Singapore diplomatic mission there. Because there is no open visa-free or independent visa-on-arrival route and sources confirm a mandatory pre-arranged sponsor, the verdict is visa-required.
