Spain to Libya visa requirements

Spanish ordinary-passport holders need a visa to enter Libya. There is no genuine visa-free, visa-on-arrival, or routine tourist eVisa channel for Spaniards as of 2026 — Libya's own foreign-traveler rules and Spain's Foreign Ministry state that a Libyan legal-entity sponsor/invitation certified by Libya's Passports & Immigration Directorate is required, and that pure tourist visas are not currently being issued to Spaniards. A Spain (ES) ordinary passport holder requires a visa to travel to Libya; Libya grants visa-free entry only to nationals of Algeria and Tunisia, not to EU citizens. Spain's Ministry of Foreign Affairs (exteriores.gob.es) states explicitly that a visa is mandatory for Spaniards and that Libya does NOT presently issue tourism visas — only work, mission, visit, and family-reunification visas — and that an invitation issued by a Libyan legal entity through the Directorate-General of Passports and Immigration (Ministry of Interior) is indispensable. Libya launched an eVisa portal (evisa.gov.ly) on 21 March 2024 with a USD 63 single-entry tourist eVisa valid 90 days for stays up to 30 days, and some sources list Spaniards as eligible but only with a tour operator or local sponsor; however, availability for Spanish/European tourists is inconsistent in practice and the official Spanish guidance indicates the tourist channel is effectively closed. Following the conservative rule, this route is classified visa-required and must be arranged in advance through a sponsor/invitation or licensed tour operator, applying at the Libyan Embassy in Madrid (via BLS) or, where genuinely available, the eVisa portal. Travelers must show 1,000+ Libyan Dinars on arrival, and entry is refused to anyone with an Israeli visa or any Israeli entry/exit stamp. Spain advises against all travel to Libya due to extreme security risk; Libya is not in the Schengen area, so the 90/180 rule and ETIAS do not apply.
