Travelers without internet access or who prefer in-person service can apply at a Malian embassy or consulate (Mali has no embassy in Bangkok, so applications are typically routed to a Malian mission accredited to Thailand or a regional one). Mali is in West Africa and is NOT part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. A yellow fever vaccination certificate is required for all travelers over nine months to one year of age, and significant security restrictions affect travel within Mali.
