Thai ordinary passport holders need a visa to enter Kuwait for tourism. Note that Kuwaiti visit visas in practice often require a Kuwaiti sponsor (an individual resident or a company), which makes pure leisure tourism harder than in many neighboring Gulf states. Kuwait is NOT in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Because no visa-free or visa-on-arrival channel exists for Thai nationals and a non-official site claiming broad eVisa eligibility conflicts with official/authoritative sources, the conservative and correct verdict is visa-required.
