Entry by land border (the Indonesian frontier) is different: all nationalities except Indonesians, Portuguese, and US citizens must first obtain a Visa Application Authorization through the Immigration Service before traveling, then pay the visa fee at the border. Travelers should hold a passport valid for at least 6 months with a blank page, a return or onward ticket, proof of sufficient funds, and accommodation details. As of 2026 there is no general electronic tourist visa for air arrivals; the online process applies to the land-border authorization. All arriving passengers must also complete the e-Arrival/declaration formalities. Because the typical tourist itinerary is a flight into Dili, the best-fit channel is visa on arrival.
