Russian Federation to Timor-Leste visa requirements

Russian ordinary passport holders are not visa-exempt for Timor-Leste, but can get a visa on arrival. Arriving by air at Dili (Presidente Nicolau Lobato International Airport) or at the Dili Sea Port, they receive a single-entry tourist visa for a 30-day stay on payment of USD 30 in cash. Arriving by land border requires a Visa Application Authorization obtained online in advance. Timor-Leste is not in the Schengen area and operates its own visa policy. Russia is not on the visa-exempt list (which covers EU/EFTA states for 90 days and a short list of ASEAN-region states plus Cape Verde for 30 days). Russian citizens instead use the visa-on-arrival channel. At Presidente Nicolau Lobato International Airport in Dili or at the Dili Sea Port, qualifying travelers without a prior visa are issued a single-entry tourist visa valid for a 30-day stay on payment of a USD 30 fee in cash. The visa can be extended once in-country for a further period (extension fee USD 40). Entry by land border (the Indonesian frontier) is different: all nationalities except Indonesians, Portuguese, and US citizens must first obtain a Visa Application Authorization through the Immigration Service before traveling, then pay the visa fee at the border. Travelers should hold a passport valid for at least 6 months with a blank page, a return or onward ticket, proof of sufficient funds, and accommodation details. As of 2026 there is no general electronic tourist visa for air arrivals; the online process applies to the land-border authorization. All arriving passengers must also complete the e-Arrival/declaration formalities. Because the typical tourist itinerary is a flight into Dili, the best-fit channel is visa on arrival.
