A Russian ordinary passport holder needs a visa for Senegal, but can obtain a visa on arrival at Dakar Blaise Diagne International Airport (AIBD) for a short tourist stay of up to 1 month. Land/sea borders and regional airports do not reliably issue VOA, so Russian travelers should arrive by air at Dakar. A yellow fever vaccination certificate is required if arriving from or transiting a country with yellow fever transmission risk. Senegal is in West Africa and is NOT part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Because sources are not fully aligned on whether the eVisa is mandatory versus VOA being available, the conservative and accurate verdict for a short tourist stay is visa on arrival.
