Philippine ordinary passport holders need a visa to enter Kuwait. The Philippines is not on Kuwait's eVisa / visa-on-arrival list (53 eligible nationalities), so Filipinos must obtain an entry/visit visa in advance through the Kuwait Ministry of Interior portal, an authorized travel agency, or a Kuwait-based sponsor before traveling. Issuance to Filipinos, suspended in 2023, resumed on 24 June 2024. As of 2026, a Philippine (PH) ordinary passport holder cannot enter Kuwait visa-free and is not eligible for Kuwait's eVisa or visa-on-arrival facility, which is limited to about 53 designated nationalities (EU members, UK, US, Canada, Australia, Japan, South Korea, Singapore, Malaysia and similar). Filipinos must secure a visa before departure. In practice this is a visit/tourist visa that is normally arranged either through a sponsor or host in Kuwait, through an authorized travel agency, or via the Ministry of Interior (MOI) e-visa portal once a sponsoring entity has lodged the application. From May 2023 to June 2024 Kuwait suspended issuance of all new entry, work and visit visas to Filipinos; that suspension was lifted on 24 June 2024 following a bilateral agreement, and visa issuance to Philippine nationals has since resumed. Travelers should confirm the latest position with the Kuwaiti embassy/consulate or the Philippine Embassy in Kuwait shortly before booking, as Kuwait periodically adjusts visa rules for specific nationalities. Filipinos who already hold a valid Kuwaiti residence permit (civil ID) enter and exit freely and do not need a visit visa.
