Japanese passport holders need a visa for Azerbaijan, but they enjoy a special privilege: a free single-entry visa-on-arrival (up to 30 days) at all international airports, or an online ASAN e-visa. Japan is one of the few nationalities exempt from the visa fee. A Japanese ordinary passport holder is not visa-free for Azerbaijan, but enjoys highly favorable terms. Since February 1, 2016, Japanese citizens can obtain a single-entry visa on arrival (30-day stay) at all international airports of Azerbaijan, and Japan is among the limited nationalities exempt from the visa fee, making entry effectively free. Alternatively, travelers can apply in advance through the official ASAN e-visa portal (evisa.gov.az), which issues a single-entry e-visa valid for a 30-day stay; the standard online application costs around USD 25 (USD 20 state fee plus USD 5 service fee) and is processed in up to 3 working days, with an urgent USD 60 option processed in about 3 hours. The passport must be valid for at least 3 months beyond the visa's expiry. Azerbaijan is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. For a short tourist stay, the recommended channel is the free visa-on-arrival at international airports; pre-arranging an e-visa is advisable for travelers who want documentation secured before departure or who arrive at land borders where VOA may not be available.
