An Israeli ordinary passport holder needs a visa to enter Qatar and cannot use the Hayya eVisa or visa-on-arrival system. Because no confirmable independent no-visa channel exists for Israeli nationals, and sources consistently indicate a sponsored or pre-arranged visa is mandatory, the conservative and accurate verdict is visa-required. Travelers should confirm current arrangements through their sponsor and, given the sensitive geopolitical context, consult Israel's Ministry of Foreign Affairs travel guidance before booking. Qatar is not part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply.
