Do Finland passport holders need a visa to visit ME?
Finnish citizens with an ordinary passport do NOT need a visa for Montenegro. As an EU national you can enter visa-free and stay up to 90 days within any 180-day period for tourism. Montenegro is not in the Schengen Area, so this time does not count against your Schengen allowance. Finland is an EU member state and appears on Montenegro's visa-exempt list (mirroring the EU/Schengen Annex II). A Finnish ordinary passport holder may enter Montenegro without a visa for tourism, business, family visits, or events and stay up to 90 days in any 180-day period (30 days if entering on a national ID card alone). The passport must have been issued within the last 10 years and remain valid for at least 3 months beyond the intended departure date. Montenegro is NOT part of the Schengen Area, so time spent there is independent of the Schengen 90/180 allowance. Montenegro is an EU candidate country and ETIAS does not apply to entering Montenegro.
