Do Finland passport holders need a visa to visit ME?

Finnish citizens with an ordinary passport do NOT need a visa for Montenegro. As an EU national you can enter visa-free and stay up to 90 days within any 180-day period for tourism. Montenegro is not in the Schengen Area, so this time does not count against your Schengen allowance. Finland is an EU member state and appears on Montenegro's visa-exempt list (mirroring the EU/Schengen Annex II).
