Spain does not qualify for Rwanda's fee-free waiver (African Union / Commonwealth / La Francophonie members) or the all-nationality visa-free schemes. Although Rwanda issues a visa on arrival to all nationalities without prior application, Spain is not among the countries entitled to a free or visa-exempt entry, so a fee applies. Both cost USD 50 for single entry (or USD 70 for multiple entry), grant a 30-day stay (90 days for multiple entry), and require a passport valid for at least six months. Rwanda is in East Africa and is not part of the Schengen Area, so the Schengen 90/180 rule and ETIAS do not apply to this route.
