Do UAE passport holders need a visa to visit BY?
United Arab Emirates ordinary passport holders can travel to Belarus visa-free for up to 30 days per entry for tourism. No visa, eVisa, or visa-on-arrival is needed; just carry a valid passport and qualifying medical insurance. A bilateral visa-waiver agreement between Belarus and the United Arab Emirates (Presidential decree signed 27 April 2016, in force from 29 April 2016) allows holders of all valid UAE passports, including ordinary passports, to enter, exit, and transit Belarus visa-free for a temporary stay not exceeding 30 days from the date of entry. The waiver is mutual: the UAE in turn allows Belarusian citizens visa-free entry. Travelers do not apply for any visa, eVisa, or visa-on-arrival for short tourist visits within the 30-day limit. There is no government visa fee. However, Belarus requires every foreign visitor to hold a compulsory medical insurance policy with minimum coverage of EUR 10,000 valid in Belarus for the entire stay; this can be bought in advance or at the border. Passports should be valid for at least 90 days beyond the intended departure date. Unusually, UAE citizens benefit from a separate exemption agreement that frees them from the standard foreigner-registration obligation for stays of up to 30 days, so no in-country registration with the migration office is required for a normal short visit. If staying longer than the 30-day visa-free window, a Belarusian visa (type C short-stay or an eVisa where eligible) must be obtained instead. Belarus is not part of the Schengen area, so Schengen 90/180 rules and ETIAS do not apply.
