Yes. Thai ordinary passport holders must obtain a Schengen short-stay (Type C) visa before traveling to Hungary for tourism. Thailand is on the EU visa-required list (Annex I), so it is NOT visa-free and is NOT eligible for ETIAS. Hungary is part of the Schengen Area.
