Russian ordinary passport holders can enter the UAE visa-free for tourism and short visits for up to 90 days within each 180-day period. This is a visa-free entry stamp, not a paid arrival-visa process. Holders of an ordinary Russian Federation passport do not need a visa to visit the United Arab Emirates for tourism or short stays. UAE MoFA lists the Russian Federation as visa free, and the Russia-UAE reciprocal visa-free agreement in force since 17 February 2019 allows citizens of both countries holding valid passports of any type to enter, stay or transit without a visa, provided they do not intend to work, study or live in the other country. The permitted stay is up to 90 days within each 180-day period. No advance UAE tourist visa, eVisa fee or sponsor is required for this route; immigration grants entry at the border under the visa-free arrangement. The bilateral agreement wording requires the passport to be valid for at least 6 months, and travelers should carry ordinary supporting evidence such as return/onward travel, accommodation or host details and sufficient funds. The UAE is not in the Schengen area, so Schengen 90/180 and ETIAS do not apply. Employment, study, residence and regulated activities require the appropriate UAE authorization.
