Yes, a visa is required. Philippine ordinary passport holders must obtain a Schengen short-stay (Type C) visa before traveling to Lithuania for tourism. The ETIAS travel authorization does NOT apply to Filipinos, who remain a visa-required nationality for the Schengen Area. Lithuania is a member of the Schengen Area, and the Philippines is on the EU list of nationalities that require a visa to enter.
