Yes. Mexican ordinary passport holders need a visa to visit The Gambia. Mexico is not on any of The Gambia's visa-exemption lists, and visa-on-arrival is not offered to Mexican nationals. You must obtain a visa in advance from a Gambian diplomatic mission (the Consulate General of The Gambia in Mexico City).
