India to Yemen visa requirements

Indian ordinary passport holders need a visa to enter Yemen. There is no visa-free or standard visa-on-arrival channel for Indian citizens, and Yemen's 2025 eVisa is restricted to accredited travel-agency tour groups of 10 or more. Separately, India's Ministry of External Affairs bans Indian nationals from traveling to Yemen without special government permission (NOC) because of the ongoing civil war. A India (IN) ordinary passport holder traveling to Yemen (YE) for tourism is in a visa-required category and faces an additional hard barrier: an Indian government travel ban. Yemen does not grant visa-free entry or visa-on-arrival to Indian citizens. Its visa-on-arrival facility, where it functions at all, is limited to nationals of 11 countries (Algeria, Bahrain, Egypt, Jordan, Kuwait, Malaysia, Oman, Qatar, Saudi Arabia, Syria, UAE), which does not include India. Yemen launched an electronic visa system on 24 June 2025, but it currently only accepts tourist group applications submitted by accredited travel agencies, requires groups of at least ten members with round-trip tickets, and still mandates that the approved visa be collected from a Yemeni embassy or consulate. Independent Indian tourists therefore cannot use the eVisa. A standard tourist visa must be obtained in advance from a Yemeni diplomatic mission (for Indian applicants this is typically handled via the mission accredited to India or the embassy in a third country such as Riyadh), with full documentation and a multi-week processing window. Critically, India's Ministry of External Affairs maintains a standing advisory (in force since 2017 and reaffirmed in 2026) prohibiting Indian citizens from traveling to Yemen by air, land, or sea without prior special permission (a No Objection Certificate), citing the active conflict involving the Yemeni government, Houthi forces, and other armed groups. Violations can attract penalties under the Passports Act, including impounding of the passport. The realistic position for an ordinary tourist as of mid-2026 is that leisure travel to Yemen is effectively not permitted; any visa is required and obtaining one for tourism is impractical.
