Do Hong Kong passport holders need a visa to visit PY?
HK ordinary passport holders need a visa to enter Paraguay for tourism. Hong Kong is not on Paraguay's visa-exempt or visa-on-arrival list, so a consular tourist visa must be arranged before travel. Paraguay offers an online application form, but it is a hybrid process that still requires submitting documents to (and usually an interview at) a Paraguayan embassy or consulate. As of 31 May 2026, a Hong Kong Special Administrative Region (HKSAR) ordinary passport holder requires a visa to visit Paraguay for tourism. Paraguay grants visa-free or visa-on-arrival entry to a defined list of nationalities (including all EU states, the UK, USA, Japan, South Korea, Singapore, Malaysia, the Philippines and others), but Hong Kong does not appear on any of those lists. The HK Immigration Department likewise classifies Paraguay among the destinations for which HKSAR passport holders need a visa. Applicants begin via Paraguay's Ministry of Foreign Affairs online visa system (Visas en Línea), completing a digital form and uploading documents, but the process is not a true standalone eVisa: the applicant must then attend a Paraguayan embassy or consulate (in-person interview and document submission, occasionally by video in justified cases). Because there is no Paraguayan diplomatic mission in Hong Kong, applicants typically use the nearest accredited mission (commonly the Embassy of Paraguay in Beijing/Tokyo or the consulate covering the region). The standard non-resident (tourist) visa allows stays of up to 90 days. Apply at least 30 days before travel. Travelers should confirm passport validity (at least 6 months) and carry proof of onward travel and accommodation. Given that no confirmed no-visa channel exists for Hong Kong, the conservative and accurate verdict is visa-required.
