Do France passport holders need a visa to visit HU?

No visa. France and Hungary are both EU and Schengen members, so French citizens travel to Hungary visa-free under EU freedom of movement and may enter with just a valid passport or national ID card. No ETIAS is required for EU citizens. A France ordinary passport holder needs no visa to visit Hungary. Both countries are members of the European Union and the Schengen Area (Hungary joined Schengen on 21 December 2007). As an EU citizen, a French national enjoys the right of free movement under Directive 2004/38/EC: they may enter, travel and stay in Hungary for up to three months with no conditions other than holding a valid national identity card or passport. There is no internal border control between France and Hungary within Schengen. The Schengen 90/180 short-stay rule and the upcoming ETIAS travel authorisation apply only to non-EU, visa-exempt third-country nationals, NOT to EU citizens such as the French. French citizens are therefore exempt from ETIAS and from any entry/exit (EES) registration.
