Do Finland passport holders need a visa to visit SD?

A Finnish ordinary passport holder needs a visa to enter Sudan; there is no visa-free, visa-on-arrival, or reliable eVisa channel, and the visa must be obtained in advance from a Sudanese embassy (nearest to Finland is in Stockholm).
