Do Finland passport holders need a visa to visit PA?
Finnish passport holders do NOT need a visa for tourism in Panama. As an EU member state, Finland is on Panama's visa-exemption list and citizens may enter and stay for up to 90 days with a valid passport, an onward/return ticket, and proof of economic solvency of at least US$500. Finland (FI) ordinary passport holders enjoy visa-free entry to Panama (PA) for short tourist visits. Panama grants visa-free entry of up to 90 days to nationals of all European Union member states, a framework in place since the September 2021 immigration reform that standardized the visa-waived stay at 90 days (with the U.S. and Canada the only exceptions at 180 days). No advance application, eVisa, ETA, or visa-on-arrival is required: travelers simply receive a tourist entry stamp at the port of entry. At immigration, Finnish travelers should be ready to present a passport valid for at least 3 months (6 months strongly recommended for airline boarding), a confirmed onward or return ticket, and evidence of funds of at least US$500 (cash, card statements, or the exit ticket itself). Note a separate November 2024 decree created a distinct 30-day exemption for third-country nationals using a valid U.S./EU/UK/etc. visa or U.S. green card; that 30-day rule does NOT apply to Finnish citizens, who qualify directly under the 90-day EU exemption. Panama is not in the Schengen area, so the Schengen 90/180 rule and ETIAS are not relevant to entering Panama (ETIAS instead affects Panamanians entering the EU). Panama uses the U.S. dollar (alongside the balboa, pegged 1:1), so there is no entry/visa fee for tourists. Yellow fever vaccination is recommended for certain regions but is no longer mandatory for entry.
