Do Finland passport holders need a visa to visit BG?

Finnish citizens do NOT need a visa for Bulgaria. As EU citizens with freedom of movement, they can enter and stay in Bulgaria indefinitely using just a valid Finnish passport or national ID card. Bulgaria fully joined the Schengen Area on 1 January 2025, so there are no border checks for arrivals from Finland. Finland and Bulgaria are both European Union member states, and Bulgaria became a full Schengen Area member on 1 January 2025 (air and sea internal controls were lifted on 31 March 2024, land borders on 1 January 2025). As an EU citizen exercising the right of free movement under Article 21 TFEU and Directive 2004/38/EC, a Finnish ordinary passport holder needs no visa for any length of stay in Bulgaria. Travel is permitted on either a valid Finnish passport or a Finnish national identity card. The Schengen 90/180-day short-stay rule and ETIAS apply only to visa-exempt non-EU nationals, NOT to EU citizens, so a Finnish traveller is not subject to any 90/180 day cap. For stays beyond three months, EU citizens simply register their residence with the local Bulgarian authorities (a registration formality, not a visa). No fees, no application, and no advance authorisation are required for tourism or short visits.
