United Arab Emirates to Azerbaijan visa requirements

UAE ordinary passport holders can travel to Azerbaijan visa-free for up to 90 days under a mutual visa-waiver agreement in force since 8 July 2023. No e-visa or visa on arrival is needed for short tourist stays. Since 8 July 2023, the United Arab Emirates and Azerbaijan operate a mutual visa-exemption agreement. Holders of ordinary UAE passports can enter Azerbaijan for tourism or short visits without any visa and stay up to 90 days (three months). This replaced the previous regime under which Emiratis used a paid visa on arrival or ASAN e-visa. The waiver applies to UAE citizens holding ordinary passports, not merely UAE residents. Non-citizen UAE residents may be eligible for visa on arrival if their GCC residence permit is valid for at least another 6 months; otherwise e-visa or embassy-visa eligibility depends on nationality. No advance application, fee, or registration is required to enter, though travelers staying more than 15 days in Azerbaijan must register their place of stay with the State Migration Service, and any new place of stay must be registered within 5 working days after moving. UAE MoFA advises passports be valid for at least 6 months, and travelers should keep blank pages for entry/exit stamps. Confirmed via Azerbaijan MFA, Azerbaijan Travel, UAE MoFA, State Migration Service, and ASAN Visa sources.
