Yes, a visa is required. Palestine has no independent visa system - all entry to the West Bank and Gaza is controlled by Israel. Because Vietnam is NOT on Israel's visa-exemption/ETA-IL list, Vietnamese ordinary passport holders must obtain an Israeli tourist visa (B/2 / eVisa-B2) before traveling, then physically transit Israeli-controlled crossings to reach Palestinian areas. A Vietnam ordinary passport holder cannot reach Palestine (the West Bank or Gaza) without first clearing Israeli immigration, because there is no separate Palestinian visa and Israel controls every practical entry point - Ben Gurion Airport, the Allenby Bridge from Jordan, and all crossings. Israel grants visa-free entry (now via the ETA-IL since 1 January 2025) only to nationals of countries that reciprocate visa-free treatment for Israelis. Vietnam does not appear on that exemption list, so Vietnamese citizens must apply in advance for an Israeli B/2 tourist visa. Israel rolled out an online eVisa-B2 in 2025 (100 NIS, valid 90 days, up to 90-day stay), and traditional consular applications remain available at the Embassy of Israel in Hanoi. Once admitted to Israel, travelers may proceed to West Bank cities under Palestinian Authority administration; access to Gaza is separately controlled and effectively closed to tourists. Travelers should carry the Israeli entry slip/card at all times for checkpoints. Because no visa-free or visa-on-arrival channel exists for Vietnamese nationals and entry hinges entirely on Israeli admission, the conservative and correct verdict is visa-required.
