Vietnamese ordinary passport holders need a visa to enter Libya. Vietnam is not on Libya's short visa-exempt list, and the country's eVisa channel is limited and unreliable, so the safe route is a tourist visa obtained in advance from the Embassy of Libya in Hanoi, which requires a local sponsor, hotel voucher or certified invitation letter. As of mid-2026, Libya requires nearly all foreign nationals, including Vietnamese ordinary passport holders, to hold a visa before arrival. Only a handful of Arab/North African states (such as Algeria, Tunisia, and in some accounts Egypt, Jordan, Morocco) enjoy visa-free access; Vietnam is not among them. Libya introduced an eVisa platform in March 2024, but its availability is inconsistent, restricted, and not reliably open to Vietnamese travelers, and independent tourism is effectively prohibited without a local sponsor or licensed tour operator. The practical and conservative route for a Vietnamese tourist is a sticker tourist visa applied for in person at the Embassy of Libya in Hanoi (A3 Van Phuc, Ba Dinh District), supported by a hotel voucher or an invitation letter certified by Libya's Passports and Nationality Authority. The single-entry tourist visa typically permits a 30-day stay. Note that Libya bans entry to anyone holding an Israeli visa or showing evidence of travel to Israel, and most governments maintain serious security travel warnings for Libya. Passports must be valid at least six months with blank pages.
