US ordinary passport holders need a visa to enter Libya. There is no visa-free entry, no visa-on-arrival, and visas cannot be obtained at any port of entry. The visa must be arranged in advance through the Embassy of the State of Libya in Washington, D.C., normally backed by an entry-approval/sponsorship from a licensed Libyan tour operator. Although Libya launched an eVisa portal in March 2024, tourist eVisa access for US citizens is inconsistent and not a reliable channel. Note: the US State Department maintains a Level 4 "Do Not Travel" advisory for Libya. A United States ordinary passport holder traveling to Libya for tourism requires a visa obtained before arrival; Libya does not grant visa-free entry, ETA, or visa-on-arrival to US citizens, and visas are never issued at the port of entry. Applications are handled by the Embassy of the State of Libya in Washington, D.C., and in practice require a prior entry approval (security clearance) and sponsorship arranged by a licensed Libyan tour operator, since independent tourist travel is generally not permitted. Libya introduced an online eVisa platform (evisa.gov.ly) on 21 March 2024 offering a single-entry tourist eVisa (about USD 63, valid 90 days, up to 30 days stay), but eligibility and processing for US nationals have been unreliable and at times suspended, so it should not be assumed as a guaranteed route. A critical entry bar applies to all travelers: passports showing any Israeli visa or entry/exit stamps will be denied entry. Travelers should hold a passport valid at the time of entry with at least one blank page, proof of accommodation, return travel, and sufficient funds (at least USD 1,000 equivalent). Because of conflicting source information about eVisa availability and the absence of a confirmed no-visa channel, the conservative and accurate verdict is visa-required. Importantly, the US Department of State has issued a Level 4 "Do Not Travel" advisory for Libya (reissued 16 July 2025) due to crime, terrorism, civil unrest, kidnapping, and armed conflict, and there is no functioning US Embassy inside Libya (consular support is provided via the US Embassy in Tunis, Tunisia).
