A US ordinary passport holder needs a Cuban e-Visa to enter Cuba, and separately must qualify under one of the 12 U.S. OFAC general-license travel categories because pure tourism remains prohibited under U.S. law. Two distinct rules apply to a US citizen visiting Cuba. First, on Cuba's side: since July 1, 2025, Cuba requires a mandatory electronic visa (e-Visa) for nearly all foreign visitors, replacing the old paper "tourist card" (which was honored only through December 31, 2025). The e-Visa is single-entry, permits a stay of up to 90 days, and is applied for online before travel. All travelers must also complete the free D'Viajeros advance information form within 7 days before arrival and hold valid (non-U.S.) travel medical insurance. Second, on the U.S. side: under the Cuban Assets Control Regulations enforced by the Treasury's Office of Foreign Assets Control (OFAC), "tourist" travel to Cuba is prohibited for persons subject to U.S. jurisdiction. Americans may legally travel only if their trip fits one of 12 authorized categories under a general license (no application needed) — most independent visitors use "Support for the Cuban People." Records of activities must be retained for 5 years. So while Cuba itself will issue an e-Visa for a short stay, a US passport holder cannot travel for ordinary leisure tourism; the trip must be self-certified under an authorized OFAC category. The verdict "evisa" reflects the destination entry document; the OFAC restriction is a separate U.S. legal layer travelers must satisfy.
