For developed-economy nationals an invitation letter is often waived for single-entry tourist visas, but documentation requirements vary, so applicants should confirm directly with the processing consulate (the nearest Kazakhstani mission, as there is no Kazakhstani embassy in Taiwan itself; applications are commonly routed via the embassy in a third country or an authorized visa center). Kazakhstan is not in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply.
