No visa is required. Turkish ordinary passport holders can enter Uruguay visa-free for tourism for up to 90 days under a long-standing bilateral visa-exemption agreement (in force since 11 November 1996). Turkey and Uruguay maintain a mutual visa-waiver agreement that entered into force on 11 November 1996. As a result, holders of an ordinary Turkish passport may travel to Uruguay for tourism, family visits or business without obtaining a visa in advance and without any eVisa, ETA or visa-on-arrival step. The standard permitted stay is 90 days, which Uruguay's National Migration Directorate (DNM) can extend by a further 90 days, and entries are multiple. At the border, travelers simply present their passport and may be asked to show proof of onward or return travel, accommodation details and sufficient funds for the stay. Uruguay is in South America and is NOT part of the Schengen area, so the Schengen 90/180 rule and the EU ETIAS scheme do not apply to entering Uruguay. The only formal requirement to confirm before departure is that the Turkish passport be valid for at least six months beyond the date of arrival and in good physical condition. This visa-free channel is stable and well established; nonetheless, travelers should reconfirm with the Uruguayan consulate or IATA before flying, as immigration policy can change.
