A Turkey ordinary passport holder cannot enter Palestine (the West Bank) without a visa. Palestine has no independent visa regime: all entry to the West Bank is controlled by Israel, and Turkish nationals are NOT visa-exempt for Israel and are NOT eligible for the Israeli ETA-IL. A Turkish traveler must obtain an Israeli B/2 tourist visa in advance from an Israeli diplomatic mission (issued free of charge in normal times). Note: as of 2025-2026 Turkey has severed diplomatic and trade ties with Israel and closed its airspace to Israeli carriers, so there are no direct flights and the visa channel is severely disrupted in practice. Palestine (the State of Palestine / Palestinian territories) imposes no separate visa requirements on foreign nationals. Per the visa policy of Palestine, entry is governed entirely by the visa policy of Israel, since Israel controls all international entry points to the West Bank (Ben Gurion Airport, the Allenby/King Hussein Bridge from Jordan, and all crossings). Gaza is effectively inaccessible to ordinary tourists. Because of this, the relevant question for a Turkish passport holder is whether Israel admits Turks visa-free. It does not. Turkey is not on Israel's visa-exemption list and is not among the roughly 96 countries eligible for the ETA-IL electronic travel authorization launched on 1 January 2025. Turkish citizens must apply in advance for an Israeli B/2 tourist visa at an Israeli embassy or consulate; the tourist visa has traditionally been issued free of charge to Turkish nationals, but it requires an in-person application, supporting documents, and processing that can take up to about three weeks. The visa permits stays of up to 90 days. Two major caveats apply for 2026: (1) the security/access situation in the West Bank is volatile, with checkpoints and crossings opening and closing unpredictably; and (2) Turkey announced in November 2024 that it was severing diplomatic relations with Israel, and in 2025 suspended all trade and closed its airspace and ports to Israeli traffic. As a result there are no direct Turkey-Israel flights, the Israeli mission's services for Turkish applicants are heavily disrupted, and travelers typically must route through a third country (commonly Jordan via the Allenby Bridge, or via Amman/another hub). Travelers should treat the route as visa-required and verify the current operational status with the Israeli mission and Turkish Foreign Ministry before booking.
