🇹🇷土耳其(Türkiye)🏳波多黎各(Puerto Rico)TR-PR 土耳其(Türkiye) 前往 波多黎各(Puerto Rico) 签证要求
Yes, you need a visa. Puerto Rico is a U.S. territory, so U.S. entry rules apply. Turkey is not in the U.S. Visa Waiver Program, so Turkish ordinary passport holders cannot use ESTA and must obtain a B-1/B-2 visitor visa before traveling. Puerto Rico is an unincorporated territory of the United States, so the same federal immigration rules that apply to the U.S. mainland apply to Puerto Rico. There is no separate Puerto Rican visa. Citizens of the 40 countries in the U.S. Visa Waiver Program (VWP) may enter visa-free with an ESTA for up to 90 days, but Turkey is NOT a VWP country. As a result, a Turkey ordinary passport holder must apply for a U.S. nonimmigrant visitor visa (category B-2 for tourism, or B-1/B-2 combined) at a U.S. Embassy or Consulate in Turkey before traveling. The process requires completing form DS-160 online, paying the US$185 application (MRV) fee, and attending an in-person interview. Once issued, the B-1/B-2 visa for Turkish nationals is typically valid for multiple entries; the actual length of each authorized stay (commonly up to 6 months) is set by a Customs and Border Protection officer on arrival, not by the visa itself. Note: a US$250 Visa Integrity Fee was enacted under 2025 legislation but, as of mid-2026, the State Department had not issued implementation guidance to consular posts, so it is not yet being collected in practice. Travelers should confirm current fees before applying. There is no visa-on-arrival, no eVisa, and no ETA option for Turkish citizens visiting Puerto Rico.
