Bangladesh is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Although VOA is granted at the discretion of the immigration officer, Turkish nationals are well within the eligible category, making VOA the correct verdict. Travelers who prefer certainty can still obtain a regular tourist visa in advance from a Bangladesh mission, but it is not required.
