Yes. A Thai ordinary passport holder needs a visa to visit Israel. Thailand is NOT on Israel's visa-exemption list (the ETA-IL covers only the ~96 already visa-exempt countries such as the US, UK, EU, Japan and Korea — Thailand is not among them). Thai citizens must apply in advance for a B/2 tourist visa at the Embassy of Israel in Bangkok before travelling. Thailand has no visa-waiver agreement with Israel, and Thai nationals are not eligible for Israel's ETA-IL electronic authorization (that scheme applies only to nationals of countries that were already visa-exempt). Therefore a Thai ordinary passport holder must obtain a B/2 tourist (visitor) visa in advance from an Israeli mission — in practice the Embassy of Israel in Bangkok.
