Yes, a visa is required. Thailand ordinary passport holders must obtain a Cyprus national short-stay (Category C) visa before travel for tourism. There is no visa-free entry, no visa-on-arrival, and no eVisa for Thai nationals. Cyprus is an EU member but is NOT yet in the Schengen area, so you apply for a Cyprus visa at a Cyprus diplomatic mission. As an alternative, a valid double- or multiple-entry Schengen visa is accepted for entry to Cyprus. Thailand is not on the EU/Cyprus visa-exemption list, so Thai ordinary passport holders need a visa to visit Cyprus for tourism. The correct document is a Cyprus national short-stay visa (Category C / "uniform" type), valid for stays of up to 90 days in any 180-day period.
