Thailand ordinary passport holders need a visa to visit Costa Rica. Thailand is a Group 3 "restricted visa" nationality, so a tourist visa must be applied for in advance through a Costa Rican consulate and approved by the Commission for Restricted Visas before travel. A key shortcut exists: travelers holding a valid US, Canadian, or Schengen multiple-entry visa or residence permit can enter without a Costa Rican visa under the "substitute visa" rule. As of mid-2026, ordinary Thai passport holders are not visa-exempt for Costa Rica. Costa Rica sorts foreign nationals into four groups, and Thailand sits in Group 3, which requires a "restricted" consular visa that the Commission for Restricted Visas (Comision de Visas Restringidas) must approve before the traveler boards. These applications are typically filed by a sponsor or attorney resident in Costa Rica and should be lodged at least 90 days before travel; approval is not guaranteed and a denial triggers a six-month wait before reapplying. The restricted visa generally authorizes up to 30 days. Crucially, a November 2025 immigration directive reaffirmed the "substitute visa" exemption: a Thai national who already holds a valid multiple-entry US or Canadian visa or residence (valid at least one day on arrival), or a multiple-entry Schengen type C or D visa or EU/UK/Switzerland/Norway/Iceland residence (valid at least 90 days on arrival), may enter Costa Rica without a Costa Rican visa. This is the most common practical route for Thai tourists. Diplomatic and official/service passport holders enjoy a separate 90-day visa waiver, but that does not apply to ordinary tourists. Because Costa Rica is in Central America, not Schengen, there is no 90/180 Schengen rule or ETIAS. Given that no visa-free, eVisa, eTA, or visa-on-arrival channel exists for ordinary Thai passports, the conservative and correct verdict is visa-required.
