Singapore passport holders do NOT need a visa for Puerto Rico. Because Puerto Rico is a US territory governed by US federal immigration law, Singaporeans travel under the US Visa Waiver Program (VWP) with an approved ESTA, allowing tourist stays of up to 90 days. Puerto Rico is an unincorporated territory of the United States, so entry rules are identical to those for the US mainland. Singapore is a designated Visa Waiver Program (VWP) country, meaning Singapore ordinary passport holders do not need a traditional B-2 visa for short tourism stays. Instead they must obtain an approved Electronic System for Travel Authorization (ESTA) online before boarding their flight or cruise. An approved ESTA permits tourism or business stays of up to 90 days per entry and is generally valid for two years (or until the passport expires, whichever comes first), with multiple entries allowed. Travelers must hold a valid e-passport (electronic chip passport) recommended valid for at least six months beyond the intended stay. As of January 1, 2026 the ESTA fee is USD 40.27. An approved ESTA does not guarantee admission; the final decision rests with US Customs and Border Protection officers at the port of entry. No separate Puerto Rico permit is required.
