Singapore ordinary passport holders need a visa for Liberia. The practical route is the electronic Visa on Arrival (e-VOA): apply and pay online first, then collect the visa at Roberts International Airport in Monrovia. The fee is USD 102.50 and pre-approval is mandatory. A Singapore (SG) ordinary passport holder is NOT visa-exempt for Liberia. Liberia is not in the Schengen area, so no 90/180 rule or ETIAS applies. Since March 11, 2025, Liberia operates an electronic Visa on Arrival (e-VOA) scheme run by the Liberia Immigration Service. Travelers must create an account on the official portal (visaonarrival.lis.gov.lr), upload a passport bio-page and photo, pay USD 102.50 (non-refundable), and receive an email confirmation with a QR code. The visa is collected on arrival at Roberts International Airport (ROB) in Monrovia, where biometric data is captured and a visa sticker issued; the officer grants either 30 or 90 days of stay at discretion. The approval is valid for entry within 3 months of issue. Note: the portal states that if a Liberian embassy exists in your country you must apply there instead; Liberia has no resident mission in Singapore, so the e-VOA is the applicable channel. A yellow fever vaccination certificate is required for entry, and passports must be valid at least 6 months beyond the planned departure date. Both the Singapore MFA travel page and Liberia's visa policy confirm Singaporeans are not visa-free.
