Saudi Arabia ordinary passport holders can enter Yemen with a visa on arrival for up to 90 days; no advance visa is required as a GCC national. However, Yemen is under an active armed conflict, and the Saudi government advises citizens not to travel there for any reason. Yemen is not a member of the Gulf Cooperation Council (GCC = Saudi Arabia, UAE, Bahrain, Kuwait, Oman, Qatar), but under a longstanding regional arrangement Yemen grants GCC nationals — including Saudi Arabia ordinary passport holders — entry without a pre-arranged visa. The authoritative aggregator (Wikipedia, drawing on Timatic) classifies Saudi nationals as receiving a visa on arrival valid for up to 90 days, and other sources describe the same channel as effective visa exemption for GCC citizens. Either way, the practical position is the same: a Saudi citizen does not apply for a visa before departure and is admitted at the Yemeni port of entry for a short stay of up to three months. Yemen launched an electronic visa (e-Visa) system on 24 June 2025 (via the IOM, funded by the U.S.), but that system targets select non-GCC nationalities and group/organized tourism — it is not the channel a Saudi national uses. The dominant, overriding caveat is security: Yemen is in a state of armed conflict with active hostilities, terrorism, kidnapping risk, landmines, and a collapsed consular/medical environment. The U.S. and most governments advise against all travel, and Saudi Arabia advises its own citizens not to travel to Yemen for any reason. Land borders are largely closed or militarized, and air access is limited and intermittent. The visa-on-arrival entitlement is therefore largely theoretical for ordinary tourism in current conditions.
