Citizens of Saudi Arabia holding an ordinary passport have enjoyed visa-free access to Ukraine since 1 August 2020 under a unilateral Ukrainian exemption. The permitted stay is 90 days within any 180-day period for tourism, business, or visiting purposes, requiring only a valid passport, proof of purpose and funds, and insurance. There is no fee for visa-free entry. Ukraine also operates an e-Visa system (resumed 19 February 2025) that some commercial agencies incorrectly list as required for Saudis; because the 2020 visa-waiver takes precedence, Saudi tourists do not need an e-Visa for short stays — the e-Visa is only relevant for nationalities without a waiver or for stays/purposes outside the 90/180 framework. The decisive complication is not the visa channel but the security situation: Ukraine has been under martial law since February 2022 due to the Russian invasion, with enhanced border screening, periodic air-raid alerts nationwide, and no region considered fully safe. Travelers should monitor their own government's advisories, the Ukrainian State Border Guard Service, and Ukraine's MFA before and during travel. Ukraine is NOT in the Schengen Area, so Schengen 90/180 rules and ETIAS do not apply to entering Ukraine.
