Estonia is a member of the Schengen Area, and Saudi Arabia is on the Schengen visa-required (Annex I) list, so a Saudi ordinary passport holder cannot enter Estonia visa-free. For a tourist trip you must apply in advance for a Schengen Uniform (Type C) short-stay visa, which permits stays of up to 90 days within any rolling 180-day period across the whole Schengen Area.
