Yes. A Saudi Arabia ordinary passport holder needs a visa to visit Cyprus for tourism. There is no visa-free, eVisa, or visa-on-arrival channel; you must obtain a short-stay (C-type) national visa from a Cyprus embassy or consulate before travel. Cyprus is an EU member state but, as of May 2026, is not yet part of the Schengen Area and issues its own national visas. Saudi Arabian ordinary passport holders are a visa-required nationality and must apply for a Cyprus short-stay (Schengen-type C) visa at the Cyprus Embassy in Riyadh or Consulate in Jeddah before traveling. The visa permits stays of up to 90 days within any 180-day period. The recent Saudi Arabia-Cyprus visa-waiver agreement applies ONLY to diplomatic and special/service passport holders, not to ordinary tourists. Holders of a valid multiple-entry Schengen visa or a Schengen residence permit may enter Cyprus without a separate Cyprus visa, but this is the only exemption relevant to most travelers. Cyprus is scheduled to join the Schengen Area and adopt ETIAS in late 2026; once that takes effect, Saudi nationals (still visa-required) would apply for a Schengen visa covering Cyprus, but as of the verification date the separate national visa remains in force.
