Saudi Arabia ordinary passport holders need an e-Visa to visit Bhutan for tourism. Apply online at immi.gov.bt, pay a US$40 visa fee plus the US$100/night Sustainable Development Fee (SDF), and receive approval within about 5 working days. There is no visa-on-arrival for Saudi nationals (only India, Bangladesh and the Maldives have special arrangements). Bhutan does not have a visa-waiver or visa-on-arrival arrangement with Saudi Arabia. Since the 2022-2023 tourism reforms, all foreign tourists except nationals of India (permit), Bangladesh and the Maldives (visa-on-arrival) must obtain an e-Visa before travel. The mandatory route is the official Tourist online visa/permit system at immi.gov.bt (or via a licensed Bhutanese tour operator/hotel acting on the traveller's behalf). The applicant signs a Pledge of Friendship, uploads a passport copy and photo, declares travel dates and valid travel insurance, then pays a one-off non-refundable US$40 visa application fee and the Sustainable Development Fee (SDF) of US$100 per person per night (children 6-12 pay 50%, under 6 are exempt; this rate is fixed through 31 August 2027). Applications are reviewed within roughly five working days, and an approved visa/clearance letter is issued electronically and presented at the point of entry (Paro airport or land borders). The passport must be valid for at least six months beyond the intended departure date. The e-Visa is generally valid for 90 days from issue and authorises the stay booked and paid for (commonly up to about 30 days; extensions are possible in-country). The verdict is "evisa": a confirmed online-visa channel exists, so it is not visa-free, but no in-person consular visa is required.
