Yes, a visa is required. Russian ordinary passport holders must obtain a short-stay (Type C) Schengen visa before traveling to Romania for tourism. Romania has been a full Schengen member since January 2025, so the uniform Schengen visa rules and the 90/180-day limit apply. ETIAS does not apply to Russian citizens because they already need a visa. Romania completed its Schengen accession on 1 January 2025 (air and sea borders had opened in March 2024), and now applies the common Schengen visa policy. Russia is not on the EU visa-exemption list, so Russian ordinary passport holders need a short-stay Type C Schengen visa for tourism. The visa permits stays of up to 90 days within any 180-day period across the entire Schengen Area. Applications are filed at a Romanian consulate in Russia (or via an authorized visa center such as VFS Global/BLS), normally with biometric enrollment. Since 7 November 2025, the European Commission has tightened the issuance of multiple-entry Schengen visas to Russian nationals: most applicants now receive single-entry visas only and must reapply for each trip, with limited exceptions. The standard adult visa fee is EUR 80, increasing to EUR 90 from 11 June 2026. ETIAS is a travel authorization only for visa-exempt nationals and therefore does not apply to Russian passport holders.
