Palestine has no independent visa system. Entry to the West Bank is controlled by Israel, so Israeli immigration rules apply. Russian citizens are visa-exempt for Israel but, since 1 January 2025, must hold an approved ETA-IL (Electronic Travel Authorization) before arrival. There is no separate Palestinian tourist visa. Access to the Palestinian Territories (West Bank and Gaza) is governed by the visa policy of Israel, which administers all international entry points. Russian ordinary passport holders have been visa-exempt for Israel since 2008 and can stay up to 90 days for tourism. However, as of 1 January 2025, Israel requires all nationals of visa-exempt countries, including Russia, to obtain an approved ETA-IL (Electronic Travel Authorization) before travel. The ETA-IL costs ₪25 (about USD 7), is valid for two years (or until passport expiry), allows multiple entries with stays of up to 90 days each, and is approved within roughly 72 hours. West Bank tourist destinations such as Bethlehem and Ramallah are reached via Israeli-controlled crossings (Ben Gurion Airport or the Allenby/King Hussein Bridge from Jordan). At land crossings travelers may be given a stamp restricting movement to Palestinian Authority-controlled areas. Gaza is not accessible for tourism. Conservatively, the operative requirement for a short tourist visit is the Israeli ETA-IL, so the verdict is ETA.
