Russian ordinary passport holders need a US B-2 visitor visa to travel to Puerto Rico. Puerto Rico is an unincorporated US territory, so US immigration law applies exactly as for the US mainland. Russia is NOT in the Visa Waiver Program, so ESTA is not available. You must apply for a B-2 visa via DS-160 and attend an in-person interview. Puerto Rico is NOT in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply; the relevant framework is US admission, where a CBP officer at the port of entry grants the authorized period of stay (typically up to 6 months for B-2). Conservatively and accurately, the verdict is visa-required.
