A Russian ordinary passport holder needs a Schengen short-stay (Type C) visa for the Netherlands, but tourism is effectively closed: the EU-Russia Visa Facilitation Agreement is fully suspended and the Netherlands does not accept tourism as an eligible purpose for Russian applicants. In practice a Russian national cannot obtain a Dutch short-stay visa purely for tourism. The Netherlands is in the Schengen area, and Russian ordinary passport holders require a Schengen Type C short-stay visa to enter; they are not visa-free and ETIAS does not apply to them (ETIAS is for visa-exempt nationalities only). Two layers of restriction make this route especially difficult. First, the EU fully suspended the EU-Russia Visa Facilitation Agreement on 12 September 2022, so Russian applicants pay the full EUR 90 fee, face a minimum 15-day (often 45-60 day) processing time, and have lost easy access to multiple-entry visas. Second, on 7 November 2025 the European Commission tightened rules so Russian nationals as a rule receive only single-entry visas. Critically, the official Dutch government portal (netherlandsworldwide.nl) lists only family visits, business, seafaring work, and social/cultural activities as eligible purposes for Russian applicants - tourism is not an eligible purpose, and the Netherlands is among nine states that have suspended tourist visa issuance for Russians. A Russian traveller wanting a genuine short tourist visit therefore generally cannot obtain a Dutch Schengen visa. Those who do qualify (e.g. on family or business grounds) apply via VFS Global in Moscow, St Petersburg, Yekaterinburg or Vladivostok, and any granted visa is subject to the Schengen 90-days-in-any-180-day short-stay rule. Default verdict: visa-required, with tourism effectively unavailable.
